Another very affordable form of urban infill housing development are tiny homes on wheels (THOWs). As of 2019, THOWs typically aren’t allowed by planning/zoning code, but just as ADUs are becoming more popular and more places, some jurisdictions are starting to relax their tight control on the habitation for THOWs on private property.

In 2019, I went through the formal site development process (ie. with permits) for adding tiny house infrastructure to a residential property with permits in Portland, Oregon, which has temporarily relaxed enforcement of the habitation of THOWs on residential properties during the declared housing emergency.

I added a 50 amps electric connection, a sewer cleanout, and a hose bib. I also modified the site to facilitate access for the THOW by creating two fence openings for THOW and pedestrian access, and added a gravel parking pad. We did some attractive and artistic landscaping improvements to create visual/acoustic privacy for the two households.

Here’s an album that shows the site development process, step by step.
